Copy that newly created folder to your Premiere Pro extensions folder under CEP\\extensions

Open Premiere Pro and open a project
click "Window"
click "Extensions" from the menu
click "JSyntax Workflows"
Tip: Drag this extension window into a custom Workspace so more easily available
In a Premiere Pro project, add markers to your timeline.
When adding markers, make sure NO clip on your timeline is selected!
Name your marker.
Repeat step 1 - 2 as many times as needed (click image to expand)
Open the JSyntax Workflow plugin and click “Copy markers to clipboard”
Paste the chapter links in your YouTube video.
CTRL + Q
. Press it twice to open the dialog where you name the chapter link.
